Basket cases !!

I cannot believe this , from a council which equally runs an 'in bloom' competition: results of which were featured in the same paper a few days ago .

But safety standards must be observed. Pots on pavements are trip hazards and hanging baskets are bloody heavy. I believe also that the pavement and the airspace above will belong to the council anyway so these people are encroaching on council land.
