Cold Octobers don't seem to be followed by cold winters it seems.

The winters that follow the top 20 coldest Octobers since 1900:

1906 - 4.48C

1920 - 5.56C

1918 - 4.12C

1975 - 6.43C

1993 - 4.66C

1927 - 4.24C

1940 - 1.44C

1923 - 4.58C

1913 - 4.66C

1982 - 2.43C

1994 - 4.68C

1953 - 3.44C

1932 - 4.88C

1933 - 4.06C

1981 - 4.45C

1965 - 3.34C

1974 - 5.41C

1916 - 5.60C

2004 - 5.11C

1956 - 3.00C

Average - 4.42C

Only one cold winter and only a few chilly ones. However in recent times the Octobers of 2008 and 2012 had cold winters that followed.
