Am I reading that right...the lowest daytime max in Anchorage in the Feb/March time period is 39f? That surely can't be right. Must get way colder than that.

It means that the highest recorded Feb-Mar temperature in any given year has never been lower than 39F. This year the highest forecast Feb-Mar temperature is only 38F, so a new cold record is possible. 

The wording with these things can be confusing, like the country with the lowest highest elevation and the one with the highest lowest elevation (the Maldives and Lesotho if you were wondering).

I remember 1968 as though it was yesterday!

Warm sunshine at the end of March. Pleasant enough for a game of tennis.

Then a couple of days later winter returned. Heavy snow meaning no transport and a very long walk to school!

I have a recollection that it was actually forecast but perhaps not as severe as it turned out!

Late March, early April 2012 was a good example of that. 
Maximum’s for me those days 

25th March: 20.2.C

26th March: 21.0.C

27th March: 21.7.C

28th March: 20.4.C

29th March: 17.1.C

30th March: 14.6.C

31st March: 10.4.C

1st April: 16.1.C

2nd April: 7.2.C

3rd April: 2.8.C
 

Was a massive turnaround

just had one here..April 8th +24c ..April 11th  -12c

This was the year we partially  sowed a field of spring barley before the snow fell and this bit was up and green under the snow blanket when it finally melted probably helped by the insulation provided by the snow blanket. I believe there can be  a huge  difference in temperature  between the top and the bottom of a snow blanket.
