    Yep, Wutip has formed from the convection that was restricting Pabuk's outflow and halting rapid strengthening. The two storms are very close to one another and I am surprised there hasn't been a fujiwara interaction between the two. Wutip's track has certainly shifted east of what was originally forecasted, taking it directly over Taiwan- whether this was because of the influence of Pabuk I don't know.

    Wutip currently isn't expected to become a typhoon, probably because landfall isn't far off and Pabuk seems to be shearing Wutip but this will ease as Pabuk moves away to the west. The storm currently is expected to reach a max intensity of 55 knots before it weakens overland.

    A fujiwara interaction is where two cyclone's become so close together they begin to orbit (circulate) around each other until eventually the two systems manage to steer away from each other or merge together to make one storm. If there is a larger storm, then it is likely to absorb the smaller storm.

    An example by Wikipedia:

    A few sets of examples can be found in the busy 1995 Atlantic hurricane season. During the height of the season, Hurricane Humberto and Hurricane Iris took part in a brief Fujiwhara interaction [1]. Iris then began interacting with a third storm, Tropical Storm Karen, which orbited and later merged with the more intense Iris. In the 1994 Pacific typhoon season, Typhoon Pat and Typhoon Ruth completed a full orbit around their centroid before collapsing into a single cyclone [2].

    The most recent example in Atlantic is a tropical disturbance being absorbed by Lisa in 2004. The Tropical Cyclone Report explained the situation clearly. The most recent example in Eastern North Pacific is Lidia being absorbed by Max in 2005. The most recent example anywhere in the world occurred when Tropical Storm Wukong absorbed Tropical Storm Sonamu in the 2006 Pacific typhoon season south of Japan.
