    This may be a silly question but why is my maximum attachment size only 631 bytes? I'm not entirely sure you can get a picture that small!

    It's not, the problem is that you've uploaded many photo's all of which aren't resized so they're huge and that's used up your personal upload budget.

    You need to remove some of them, this can be done from this page

    It's worth both resizing them and also using the gallery as that keeps the images indefinitely and also doesn't affect your forum upload limit.
