    Effective May 15, the National Hurricane Center will implement important changes in some of its text and graphical products. It will also make some additions to its Web site and experimental products. This is part of a continuing effort at the National Hurricane Center to expand and enhance its level of service. "

    do they usually make so many changes?

    They usually make a few, testing new advisory products and the like to make them clearer to consistantly improve their service. The big change last year was the implementation of low, medium and high risk of development levels, which is a marked improvement on the basic description of invest areas which was used before.
