Invest 97W has become a tropical depression to the east of the Philippines. Intensity is 30kts. Convection is limited, but is persistant over the centre at present. 24W is being negatively affected by a cold northeasterly surge which is advecting dry, stable air over the system. This will prohibit any intensification. As the system is expected to remain weak, it will react to low level flow, and as such, the northeasterly surge will likely be the primary steering influence, seding 24W southwestwards towards Manila in the Philippines. Yes, another landfall for the Philippines (!), but this shouldn't cause too much of a problem. Land interaction will probably be the final nail in the coffin for 24W.

Couldn't agree more.

And 24W isn't just not a biggie this morning, it's not a tropical cyclone either. The LLC has become poorly defined and convection is no longer persistant, but flaring. Therefore, 24W has been declared a remnant low. the low could still provide a couple of inches of rain to the Philippines which could re-invigerate some flash flooding, but further damage should be minimal.
