does anyone know how the netweather cet value is calculated exactly?

which stations does it include and how is it worked out?

Does that mean that it is just the owner / curator of the site who makes the CET tracker?

It uses a number of stations within the cet region and simple takes the average of those stations on an hourly basis to create the figure.
