    ESRD Environmental Stress due to Rainfall Deficit does seem to be 'better' then blanket 'drought' with all of its connotations.

    Will it 'help' the Public though ??

    I don't think it's really meant for the public... After all, the public (if the Mail is to be believed?) can't even comprehend why a wet weekend doesn't cause an immediate lifting of a hosepipe ban...
