Re introduce -ve rep

Not sure why we lost this function but to me seems best way of assisting mods as its a form of self regulating particularly in these busy times.

 

Its ok reporting a post but time a mod gets round to reviewing it, the post in question has been re-posted several times over.

 

Someone clearly posting wind up post would get a lot of -ve rep after a few posts of a similar vain that would either discourage them or they invoke certain sanctions ?

 

We all react to these wind up posts when we shouldn't -ve rep avoids that ?

Sadly that wasn't the case. It just creates more problems than it solves.
