With a lot of people not being able to afford heating their homes for long periods of time, and people trying to make cutbacks in energy usage. Will this lead to a colder winter?

The heat island effect in London, will surely be impacted by more people trying to use less energy.

    Your thoughts.

I was under the impression that the UHI effect was due predominantly to the surfaces and materials used in cities tending to absorb and radiate more incident energy that falls on them than rural areas.  Obviously heat does leak out of buildings but I think that's insignificant compared to the other factors such as albedo, etc. (please correct me if I am wrong, I'm by no means qualified on this topic).

You are right about the fact heat is generated by the more built up areas and large towers in the City District of London.

A new tower is going up alongside the Cheese Grater(leadenhall tower) and 22 Bishopsgate(tallest building in the city district after The Shard.

I work about half a mile from those, and when I reach home in west London, I still notice a difference in temp, even during a hot spell.
