Is it a play on words and meaning 'labourers' instead of 'labradors'.

They want experienced labourers and not 'puppies' who are new to the trade.

Thats an awesome advert. Can't think what the paper must of been on to put it in though - must be experienced in using left handed screwdrivers, skirting board ladders and striped paint! Even the email address is a spoof!
