Hardly unusual for the location some 6,500ft up in the foothills of the himilayas and looking through it..sounds like it gets regular snowfall during the winter months.

Yes, it's pretty normal for Manali to get snow in winter. Perhaps the quantity is unusual, not sure. It's relatively low elevation for that area though, given there are passes over 5000m in the area.
