NOAA postponed the christening due to severe storms expected in the southern states, which means in their pre-trial assessment things did not go well and many kinks to be worked out. I suppose in the early days it will be heavily relied upon when fair weather is on the horizon

If these countries are going to complain about so called L&D, then what account should be taken of “gains and benefits”(which outweigh the former)that might accrue to developing countries as a result of the impacts of climate change? Not all changes in weather and climate hazard as a result of human influence are detrimental to human welfare, and the principle of symmetry would demand that a full cost-benefit analysis lie at the heart of such a legal framework.
