Maplin sell the type of lead and you will need a crossover connector not a straight one. As Coast says there is no protection on the sensor.

It needs to be away from direct and convected heat such as a fence. I think in the instructions it gives you the approx height to mount it.

I can suggest a couple of things that will have a bearing on your windspeed. The roof angles will give updraughts maybe causing the annanometer to slow. The met probably get their windspeed from the top of a tall building so the height variance will make a difference. One thing you could try is using the cable to connect to base station and see if that changes the readings. Can't think of anything else but hope that helps you.
