Tropical Storm Francisco has formed in the west pacific, roughly 250 miles southeast of Hong Kong. The storm is expected to intensify as outflow is good and shear is light. It is heading for the Island of Hainan then Northern Vietnam. Francisco shouldn't become a typhoon as it expected to interact with land in a couple days and intensification won't be rapid. Having said that, we may well end up surprised- as I have been many times this season.

Francisco has passed over Hainan Island as a 45kt tropical storm and is emerging in the Gulf Of Tonkin. A little strengthening could occur beofre it makes landfall in northern Vietnam. Should be a rainmaker more than anything.
