Humidity Levels Effect On Snow/rain

Has anyone else noticed that when it is snowing at a temperature like 3C, humidity levels are usually fairly low? And when it is raining at something like -1C humidity is usually closer to 100%? I think high humidity levels cause for more wet snow and dry air has the opposite effect.

(For example, it is 3C, 70% humidity and snowing. The temperature stays the same but humidity rises to 80%. It is now sleeting. Finally, humidity is 90% and rain is falling, even though it is still 3C.)

I have also known it to snow at 3C and when the temperature drops to 2C but humidity rises, it has changed to rain.
