As in, something that displays your weather station information on your computer?

The tv people spend millions on their kit. There are some commercial products out there but you're spending 10's of thousands to get them (at least).

Stand in front of your monitor?

Create, or present an animated map, E.G. - the animated precipitation charts from the ECMWF on Wunderground.

It'd be easier to use a screen capturing software and just do a voice over to create a forecast. :)

You can't create animated maps without spending a lot of money, but it is possible to create static maps with weather symbols (of the sort that the BBC used before May 2005) for free. Just download maps of the British Isles and edit where appropriate in photo editing software (GIMP is free, Paint Shop Pro is inexpensive, Photoshop is quite expensive but also has numerous good features). Create images corresponding to individual weather symbols, and then paste them into the map wherever you feel is appropriate.

For drawing pressure charts Front Painter 2.0 is pretty good, although I think it could do with a few more features.

From the same site you can also get Digital Atmosphere which is capable of producing various weather plots, although it is shareware and you have to pay money (somewhere around £60-80, but still vastly cheaper than TV presentation packages) to have permanent access to the full set of features.
