EDIT:  It would appear that the memo concerned was inaccurate, however, the fact that the USDA officials are putting restrictions on anything except peer-reviewed papers and conference presentations is still suspicious IMO.  It suggests that they feel a neeed to 'manage' what the American public hears.  I think the test will be whether this is eased once a permanant appointee to head the USDA is installed.
