Sticky notes retiring

We'll soon be retiring the sticky note system, as the personal message system has all the same functionality and is just as accessible these days. Due to this, the usage of the sticky notes has steadily dropped over the last 12 months or so, and with that in mind it makes sense to de-duplicate features and just have pm's as the method to drop someone a message.
