There seems to be some comparing with houghall or topcliffe just because they give some of the extreme cold in frosty weather but are we not talking aboug averages and not just extremes,am sure there are lots places as cold in that area but I would be looking further inland such as the tees or wear valleys. If it is extremes I thought shawbury held the English record -26ish [i forgot the exact figure]

We are talking about annual averages not places that record extremes.

There are many examples where the place recording the coldest extreme is not necessary the coldest annual place eg Dalwhinnie and Braemar.

The best place for all this is the Met O web site with loads of places around the UK, some with many decades of data.

try this link

http://www.metoffice.gov.uk/climate/uk/averages/19812010/

from there you can get different decades and more detail if you want it.

for instance Braemar

http://www.metoffice.gov.uk/climate/uk/averages/19812010/sites/braemar.html

or extremes

http://www.metoffice.gov.uk/climate/uk/extremes/#temperature

the list is quite comprehensive although no doubt you will not find a station you may particularly want

Just a quick look at met office data for durham and shawbury without getting out the calculator there looks to be very little in it shawbury 60m having slightly higher summer temps but lower winter temps than durham at 100m.If you want to call these low level,i guess they are to many of the others being much higher.Shawbury has generally quite a few more air frosts.

Just to note my nearest met office[bradford] holds the lowest monthly maximum average of -0.9 deg set feb 1947 ,I guess there are plenty of places in the uk that are cold!
