These are max temps for city centres remember, and don't take account of altitude or most importantly evaporative cooling. Anywhere with a bit of height and under moderate precipitation should see temps closer to 1-2 degrees, cold enough for a sustained albeit very wet snow, the higher up you go and under heaviet precipitation expect temps closer to 0 degrees.

Worth noting whilst the wind is slightly west of north there is some forcing from the low pressure out in the North Sea slowly pushing showers westwards whilst moving SSE at the same time.

Just luck of the draw now these showers are getting inland and will continue so for a good few hours yet
